Q: Is this vest one size fits all? I'm not seeing size chart for Junior Roughstock Vest with Neckroll?

Yes it is a one size fits all. It does have velcro adjustments so it is adjustable.

I don't know if it will fit a 13 year old with out seeing the size of the 13 year old. The chest measurements on the vest range from 22"-38", the front of the vest is 15" and the back is 16", the side velcro adjusts about 5" and the shoulder straps about 3". Measure him and if he is to big than an adult small might be best.
